How are the entities that have to initiate a procurement process selected?

The law specifices those entities that have to initiate a procurement process. Among these entities are local governments, public foundations, ministries, other budgetary agencies, sponsored organisations, and in case of predetermined conditions public service providers. If a business association  provides public services which are under the supervision of law, this company also has to initiate a procurement process. However, a procurement process has to be initiated only if the purchase concerned is directly related to the company’s public service providing activities.
